3 charged over grenade attack during Abra town fiesta

BAGUIO CITY, Philippines – Three suspects were charged with murder and multiple frustrated murder in connection with the grenade blast that killed two police officers and injured Abra Representative Joseph Sto Niño Bernos and his wife, Mayor Menchie Bernos, during the town fiesta of La Paz, Abra, last January 25.

Rappler learned, however, that two of the suspects were supposed to be in jail for separate cases of attempted homicide.

Suspects identified as Joel Millare Balucas, Roel Escalante, and Eljay Biyang were charged with two counts of murder and multiple frustrated murder at theProvincial Prosecutors Office in Bangued, Abra, and docketed under NPS Number 1-06-INV-18C-00062.

Balucas, however, was supposed to have been arrested last December 13 in his residence in Lagayan town for 3 counts of attempted homicide with use of an unlicensed firearm. He has a bond of P180,000 for each count.

Roel Escalante was likewise served a warrant of arrest with 4 others in Lagayan town last January 30 for attempted homicide with use of unlicensed firearm also in Lagawan, but he and his companions were not around. Escalante has a bail of P180,000.

Balucas, Escalante, and Biyang were arrested for their suspected involvement in the throwing of two MK2 fragmentation grenades at the crowd just in time when the lights were out for the start of the fireworks display at 1:30 am of January 25.

Killed were the police escorts of Bernos, namely PO3 Carlos Baccali Bocaig and PO2 Frenzel Buneng Kitoyan, both members of the Abra police. Other than the Bernos couple, 24 others were injured. – Rappler.com 

 


Suspect in Austin bombings has blown himself up – police

WASHINGTON, DC, USA – A man being sought over the Austin package bombings blew himself up early Wednesday, March 21, inside his car as police moved in to arrest him, police said.

"The suspect is deceased," Austin police chief Brian Manley told a news conference.

Manley said the suspect is believed to be responsible for all 5 bomb explosions that have killed two and wounded several more and put people on edge in the Texas capital since March 2.

Police traced the man's car to a hotel outside Austin.

As authorities waited for tactical teams to arrive, the man started to drive away. And as police moved to stop and arrest him the man detonated a bomb inside his car and was killed, Manley said.

The suspect's motive is not known, he added. Manley said the suspect was a 24-year-old white man. – Rappler.com

Kiko Pangilinan says no issue with Sharon Cuneta, Duterte meeting

MANILA, Philippines – Opposition senator Francis "Kiko" Pangilinan has no problem with his wife, actress Sharon Cuneta, meeting with President Rodrigo Duterte.

Cuneta and her brother Chet had dinner with Duterte and Special Assistant to the President Bong Go at the Malacañang Golf Clubhouse on Tuesday night, March 20.

Duterte and Cuneta's late father Pablo Cuneta were good friends, as both were mayors in the 1980s and 1990s – Duterte in Davao City and the Cuneta patriarch in Pasay City.

"Walang problema sa akin do'n. Ang differences namin ng Pangulo, trabaho lang at hindi personal," Pangilinan told reporters in a message. (I think there's no problem with that. The differences between me and the President are all about work and nothing personal.)

"Tuloy lang ang trabaho natin at tuloy din ang walang personalan," he added. (We will just continue our job, nothing personal.)

Pangilinan is the president of the Liberal Party (LP), which has been on the receiving end of Duterte's tirades. The senator supported LP standard-bearer Manuel Roxas II in the 2016 elections.

Pangilinan said he has long known the President and added that Duterte even helped him with previous senatorial campaigns. He, in turn, gave projects to Davao City.

"Matagal din kaming magkakilala ni Pangulo, mula pa noong 1999. At natulungan din niya ako no'ng 2001 at 2007 no'ng kandidato ako bilang senador at natulungan ko rin naman ang Davao City sa pamamagitan ng iba't ibang projects," he said.

(The President and I have long known each other, since 1999. He also helped me with my 2001 and 2007 senatorial campaigns and I also helped Davao City through various projects.)

In a post on Instagram, Cuneta shared a photo of her and Pangilinan. She said she excitedly told her husband about how much fun she and her brother had with the President, who ate sardines for dinner.

She also shared that Duterte said he respects Pangilinan "even if they disagree on certain things."

"He's so chill and happy that Kuya and I are happy! 'Di naman personal ang 'di nila pagkakasundo sa pulitika (Their differences are not personal)," Cuneta said.

"Politics? Temporary. My dad was the President's good friend. Hey – deal closed! Blessed to have a hubby like my dork," she added.

Another relative of Cuneta, Senate Majority Leader Vicente Sotto III, is a close ally of Duterte. Pangilinan and Sotto are on opposing sides in the Senate.

Boko Haram releases 76 abducted schoolgirls

ABUJA, Nigeria – Boko Haram jihadists have released 76 of the 110 schoolgirls who were abducted from the northeastern town of Dapchi in February, the government said in a statement on Wednesday, March 21.

Information Minister Lai Mohammed said "the 76 are those who have been documented," adding that the release of the abducted students "is ongoing."

The schoolgirls were returned to Dapchi by Boko Haram early Wednesday morning following negotiations between the Nigerian government and the militant group.

"The girls were released around 3:00 am (0200 GMT) through back-channel efforts and with the help of some friends of the country," said Mohammed, without elaborating.

The number of freed girls may increase "because the girls were not handed over to anyone but dropped off in Dapchi," he said. 

Bashir Manzo, who heads a parents' support group in Dapchi, earlier told AFP that the girls had been returned. 

"The girls have been brought back. They were brought in nine vehicles and dropped outside the school at about 8:00 am (0700 GMT)," Manzo said. 

The Dapchi kidnapping on February 19 conjured painful memories of a similar abduction in Chibok in April 2014, when more than 200 girls were taken.

That brought Boko Haram -- whose name translates from Hausa as "Western education is forbidden" -- worldwide notoriety at a time when it controlled swathes of territory in Nigeria's northeast.

Boko Haram is increasingly using kidnapping as a means to fund their operations in Nigeria and the remote Lake Chad region. 

The jihadist uprising has claimed some 20,000 lives and forced at least 2.6 million to flee their homes since 2009.  – Rappler.com

Davao City disqualifies NPA members, lawbreakers from accident fund

DAVAO CITY, Philippines – Davao City’s accident fund policy for its residents has been revised to exclude members of New People’s Army (NPA) and people who've broken the law, NPA members and lawbreakers were previously eligible for the Lingap para sa Mahirap program if they needed assistance.

Mayor Sara Duterte-Carpio made this announcement on Tuesday, March 20, through the City Information Office.

Duterte-Carpio said this was done “to further strengthen the program’s processes and to ensure the efficient delivery of its services to qualified residents of Davao City.”

This came after she signed Executive Order (EO) No. 7 series of 2018, which amended a section of the Lingap para sa Mahirap program, more commonly known as Lingap.

The amendment now excludes patients found to be NPA members “for their injuries arising from clashes with government troops.”

In a statement Monday, Duterte-Carpio said exclusion was based on her father President Rodrigo Duterte’s Proclamation No. 947, which declared the NPA as a designated or identified terrorist organization.

It can also be recalled that the mayor led localized peace talks with NPAs operating in the city but was called off few days after the President made the proclamation. Duterte-Carpio explained the city government would run the risk of being tagged as a terrorist supporter should they pursue the local initiative.

Lawbreakers ineligible

Tuesday’s announcement also revealed that the following patients are can no longer take advantage of the Lingap program: drivers or passengers injured in accidents caused by violating traffic laws, drivers involved in an accident due to alcohol consumption, individuals injured due to punishable acts, and patients in maternity cases (except those involving newborn babies).

Lingap began in 2001 during the term of then-Mayor and now President Duterte. It aims to shoulder the costs of indigent Davao City residents’ hospital bills, medicine, funeral and burial costs.

Based on the city government’s website, Lingap is available to general public, as long as those who wish to avail the service comply with documentation requirements. – Rappler.com

MANILA, Philippines – President Rodrigo Duterte appointed Melvin Mitra of Liga Independencia Pilipinas as commissioner for the Presidential Commission for the Urban Poor (PCUP). 

Duterte signed Mitra's appointment papers last Monday, March 19. Mitra takes the post of commissioner Noe Indonto.

Mitra is convenor of Liga Independencia Pilipinas which has been supportive of Duterte and openly condemned his critics, including United Nations Special Rapporteur Agnes Callamard, members of the Liberal Party, and leftists. 

With Mitra's appointment, Duterte has replaced all the PCUP officials he fired for supposedly excessive travels and for not meeting regularly as a collegial body. Among these executives was the cousin of his partner Honeylet Avanceña. 

Mitra joins other newly-appointed PCUP officials: chairman Noel Felongco and commissioners Romeo Jandugan, Randy Halasan, and Norman Baloro. Halasan and Baloro both hail from Mindanao. – Rappler.com

Senate approves cityhood of Sto. Tomas town in Batangas

BATANGAS, Philippines – With a vote of 19-0, the Senate unanimously approved last Monday (March 19) the passage of House Bill 5160 or “An Act Converting the Municipality of Sto. Tomas in the Province of Batangas into a Component City to be known as City of Sto. Tomas”.

Lawmakers in the plenary expressed their support and agreement to convert Sto. Tomas into a city, making it the 4th city in the province of Batangas.

Local government officials headed by Sto. Tomas Mayor Edna P. Sanchez, together with Vice Mayor Armenius O. Silva and members of the local council, came in full force to thank Senator Juan Edgardo Angara, Committee Chairman of the Committee on Local Government, for sponsoring the bill and ensuring its passage during the third and final reading.

The move for the conversion of Sto. Tomas into a city started in 2015 when it was proposed by then 3rd District Batangas Congressman Nelson P. Collantes.

Sto. Tomas has an average annual income of P230 million as certified by the Department of Finance and a population of 179,844 as certified by the Philippine Statistics Authority.

It occupies a total of 10,032 hectares, as certified by the Land Management Bureau.

Once signed by President Rodrigo Duterte, the law will be published and will be subject to a plebiscite to allow all the members of the electorate to participate in the democratic process.

Local officials are confident that residents of the town will embrace the development as it promises to bring more opportunities, more jobs and greater progress to Sto. Tomas. – Rappler.com

Ex-Isabela mayor's alleged hitman nabbed

TUGUEGARAO CITY, Philippines – Authorities arrested the second most wanted person in Cagayan Valley, suspected of being one of the killers of two policemen in Isabela province.

In a press briefing on Tuesday, March 20, Chief Superintendent Jose Mario Espino, the regional police chief, identified the suspect as certain Ronnie Dela Cruz, 54, and a resident of Gamu town in Isabela.

Espino said Dela Cruz was allegedly a "gun for hire" and a member of the private armed groups (PAGs) of former Gamu Mayor Fernando Cumigad.

Dela Cruz was working as a piggery helper in a church in San Manuel, Tarlac, where he was arrested by joint forces of Cagayan Valley and Tarlac police, reports said.

Dela Cruz was charged with two counts of murder for the killing of Inspector Jelowie Antonio and Police Officer 3 Jaime Manaligod in June 8, 2010 in Barangay Union in Gamu town.

Antonio and Manaligod, and other members of the Philippine National Police (PNP)-Isabela Trackers Team were reportedly conducting follow-up operations on the reported presence of private armed groups Gamu when they were ambushed by more or less 8 armed men.

Police would later identify Dela Cruz as one of the killers.

Aside from two counts of murder, the suspect is also facing frustrated murder, robbery, and carnapping charges.

Although identified in the charges against Dela Cruz, former Mayor Cumigad, however, did not face charges for the murder of the two police officers.

In a message to Rappler, Cumigad denied Dela Cruz worked for him, and that he only knew of him as his supporter.

"Hindi ko tao 'yan, pero from Gamu so bale kababayan ko lang," Cumigad said, who is now assigned as a secretariat of the PDP-Laban Cagayan Valley.

Dela Cruz also denied the charges against him, including working as hired killer for Cumigad.

With the arrest of Dela Cruz, Espino said he instructed the police in Cagayan Valley region to intensify efforts in dismantling private armed groups, especially that the 2018 Sangguniang Kabataan and barangay elections are nearing. – Rappler.com

 


44 African nations sign pact establishing free trade area – African Union

KIGALI, Rwanda – Forty-four African countries have signed an agreement establishing a free trade area seen as vital to the continent's economic development, the head of the African Union said Wednesday, March 21.

"The agreement establishing the CFTA (African Continental Free Trade Area) was signed by 44 countries," said Moussa Faki Mahamat, chairperson of the AU commission.

The creation of a free trade area – billed as the world's largest – comes after two years of negotiations, and is one of the AU's flagship projects for greater African integration.

However, the agreement will still have to be ratified at a national level, and is only due to come into force in 180 days.

The full list of countries which did not sign the agreement is not yet available, however Nigeria is a notable absentee after President Muhammadu Buhari pulled out of this week's launch in Rwanda saying he needed more time for consultations at home.

Nigeria, one of Africa's largest markets, hesitated after objections from business leaders and unions -- a sign that getting the deal through scores of national parliaments may face several hurdles.

"Some countries have reservations and have not finalised their national consultations. But we shall have another summit in Mauritania in July where we expect countries with reservations to also sign," said Albert Muchanga, the AU Commissioner for Trade and Industry. – Rappler.com

France's Macron invited to address U.S. Congress in April

WASHINGTON, DC, USA – French President Emmanuel Macron will address the US Congress when he visits Washington next month, the Republican speaker of the House of Representatives said Wednesday.

"France is not only our oldest ally, but one of our strongest," said Speaker Paul Ryan.

"I look forward to welcoming President Macron to the United States Capitol to address a joint meeting of Congress on April 25."

"This is a special opportunity to build on the historic relationship between our countries, and to reaffirm our commitment to defeating terror both domestically and around the world," Ryan said.

President Donald Trump is to host Macron at the White House on April 24, as he kicks off his two-day state visit. 

With the exception of Macron's predecessor Francois Hollande, every French president since Charles de Gaulle has addressed the US Congress – an honor reserved for the leaders of America's closest allies.

In 1976, then president Valery Giscard d'Estaing did so in English.

The last foreign leader to address members of the House of Representatives and the Senate was Indian Prime Minister Narendra Modi in 2016. – Rappler.com

UK says spy attack driven by Russian vote, London's criticism

LONDON, United Kingdom – Foreign Secretary Boris Johnson accused Moscow on Wednesday, March 21, of trying to kill a former spy in England to whip up public opinion ahead of elections.

He said the Kremlin targeted the country due to London's criticism of Russian rights abuses.

Giving evidence to MPs, Johnson rejected Moscow's insistence that it was not involved in the nerve agent attack on former Russian double agent Sergei Skripal and his daughter on March 4.

"No matter how exactly it came to be done, the pathway, the chain of responsibility seems to me to go back to the Russian state and those at the top," he told the House of Commons foreign affairs committee.

Asked why Moscow would feel it could carry out such an attack, he said: "It was a sign that President (Vladimir) Putin, or the Russian state, wanted to give to potential defectors in their own agencies that this is what happens to you if you decide that you support a country with a different set of values such as our own (Britain): you can expect to be assassinated. 

"I think the reason that they picked the United Kingdom is very simple: it's because this is a country that does have that particular set of values, it does believe in freedom, and in democracy and in the rule of law, and has time and again called out Russia over its abuses of those values."

He added that in response to Russian actions in the Western Balkans, the Baltics and Syria, whether in the European Union or United Nations "it is Britain that has been most forthright, and most obstinate in sticking up for our values". 

"And I think that is probably the reason why it was decided to make this gesture here in this country," he said.

Questioned about the timing of the attack, Johnson pointed to last weekend's presidential elections, in which Putin won a fourth term.

"As many non-democratic figures do when facing an election or facing some critical political moment, it is often attractive to conjure up in the public imagination the notion of an enemy," he said. 

"And that is what it was an attempt to excite among the Russian electorate."

Johnson added: "The boundaries of Moscow's dominions have been rolled back and I think Vladimir Putin feels that very keenly and he feels Russia lost out, so he wants to cause trouble wherever he can." – Rappler.com

MANILA, Philippines – Classmates of the Philippine Military Academy Class of 1985 are competing for the leadership of the Armed Forces of the Philippines (AFP). 

Defense Secretary Delfin Lorenzana named the top commanders in Mindanao – Lieutenant General Benjamin Madrigal and Lieutenant General Carlito Galvez– as the "strongest candidates" to succeed AFP chief General Rey Guerrero. 

"There are several candidates for that. One is General Madrigal of Eastmincom, General Galvez of Westmincom. They are the strongest candidates," Lorenzana told Pinky Webb in an interview on CNN Philippines on Tuesday, March 20.

Lorenzana confirmed in a separate interview that Army chief Lieutenant General Rolando Joselito Bautista is also a possible contender.

Lorenzana said the Board of Generals will meet after the Holy Week to finalize a shortlist for President Rodrigo Duterte. All 3-star generals are possible candidates, but he said a shortlist of 5 names will be given to Duterte.

"All we can do is to recommend to the President 5 names and then he chooses," Lorenzana said.

AFP chief General Rey Guerrero is scheduled to retire on April 24. He replaced retired General Eduardo Año in October 2017, only two months before his supposed retirement in December 2017. His term was extended for 4 months.

What are the challenges for the next AFP chief? Guerrero's successor will lead the military as it continues to step up the campaign against communist insurgents and terrorists.

He will also become the implementor of martial law in Mindanao, which will last until the end of the year. The military will need to show significant gains in its operations in Mindanao to justify the long extension of martial law and suspension of the writ of habeas corpus. 

The military has enjoyed massive support nationwide since the battle of Marawi, where 166 soldiers were killed and about a thousand were wounded. But this popularity could be threatened by emerging issues raised against its war against the communists, the continued displacement of Marawi residents, and implementation of martial law. The military knows it should immediately address allegations of human rights violations.

Profiles of the contenders. Madrigal has been the commander of the Davao City-based Eastern Mindanao Command (Eastmincom) since November 2017. It's the post he was transferred to after serving as chief of the Bicol-based Southern Luzon Command for only 3 months. 

He leads the military's operations against the New People's Army, responsible for Asia's longest-running communist insurgency, which remains strong in pockets of areas in Eastmincom. He is scheduled to retire in September 2019.

Galvez is the commander of the Western Mindanao Command (Westmincom) and was previously expected to replace Año in October. He has been Westmincom commander since January 2017.

Galvez leads operations against terrorists in western Mindanao and has a good relationship with Mindanao stakeholders who support the peace process with the dominant Muslim rebel group Moro Islamic Liberation Front (MILF). He is scheduled to retire in December. 

Bautista has been the Philippine Army chief since October 2017. He led military operations as ground commander in Marawi City during the war when he was 1st Infantry Division commander serving under Galvez.

Bautista is widely perceived inside military circles to be a strong contender because of his closeness to the President. He was first commander of the Presidential Security Group in the Duterte administration. He is scheduled to retire in October. 

The AFP chief post is a prerogative of the President.

U.S. lawmakers clinch spending deal to avert gov't shutdown

WASHINGTON DC, USA – US congressional budget negotiators said Wednesday, March 21, they had reached a deal on federal spending for the remainder of fiscal 2018, two days before a deadline to fund the government or risk a shutdown.

The $1.3 trillion spending bill was hailed by House Speaker Paul Ryan, Congress's top Republican, as marking "the beginning of a new era for the United States military," while Senate Minority Leader Chuck Schumer said it will fulfill Democratic priorities.

It was introduced with precious little time to act. Government funding expires at midnight Friday night, March 23, and the House of Representatives and Senate will need to scramble if both chambers are to pass the measure and get it signed by President Donald Trump by the deadline.

The White House later said Trump supported the deal.

It signals an end – or at least a pause – to the deeply partisan feuding over funding that has roiled Congress for months.

Five times lawmakers have had to pass stopgap funding legislation to keep the government's lights on, and twice this year the government was allowed to slip into shutdown.

A 3rd lapse would be deeply embarrassing for a Republican-controlled Congress facing mid-term elections in November.

The bill sets defense spending levels, including a 2.4% raise for troops, at $700 billion for the year, an increase of $61 billion over the 2017 level.

Trump and other Republicans have repeatedly raised the alarm about the country's military and how it has been severely depleted from budgetary constraints.

Non-defense domestic spending will reach $591 billion, an increase of about 10%.

Eleventh-hour snags on multiple issues, including immigration enforcement, border security, infrastructure and health care payments, had bogged down the release of the monster measure.

The bill includes nearly $1.6 billion for construction of almost 100 miles (160 kilometers) of physical barriers and fencing along the US-Mexico border.

And while it does not include any provisions that defund so-called sanctuary cities, where authorities do not take action against undocumented immigrants who don't commit crimes, it fails to address protections for more than a million immigrants who arrived in the country illegally as children.

Democrats can meanwhile claim increased domestic spending on issues like infrastructure, education and battling the opioid crisis. – Rappler.com

LIMA, Peru – Peru's President Pedro Pablo Kuczynski announced his resignation Wednesday, March 21, in an address to the nation, the day before he was to face an impeachment vote in Congress.

The 79-year-old former Wall Street banker, under fire over his links to Brazilian construction giant Odebrecht, denied allegations of bribe-taking but said his resignation was "the best thing for the country."

Kuczynski is the first president to lose his job over the scandal in which the Brazilian company admitted paying out millions of dollars in bribes and gifts to Latin American politicians and businessmen to secure public works contracts.

His resignation comes a few weeks before Kuczynski was due to host the Summit of the Americas in Lima, where US President Donald Trump and others leaders of the Western Hemisphere are expected April 13-14.

"Faced with this difficult situation that unfairly makes me appear guilty, I think the best thing for the country is for me to resign the presidency of the republic," he said in the televised address, which showed him seated at a polished conference table with his cabinet standing grim-faced behind him.

"I do not want to be an obstacle, for the country to continue suffering with the uncertainty of these recent times," said the president, who survived a previous impeachment vote in December.

The Congress said it would debate the resignation on Thursday, March 22, and vote on Friday, March 23, on whether to accept it.

Vice President Martin Vizcarra, who is currently serving as Peru's ambassador to Canada, is likely to replace Kuczynski to avoid early elections at a time of widespread voter discontent with political parties.

Vizcarra, who is expected in Lima on Thursday, would hold the post until July 2021, when Kuczynski's mandate was due to end.

Pressure built on Kuczynski to resign throughout Wednesday after the opposition alleged the embattled president was trying to buy votes ahead of the impeachment ballot.

Lawmakers from Keiko Fujimori's Popular Force party released recordings of her brother Kenji and others apparently negotiating public works contracts in return for votes, and said it was proof that Kuczynski was trying to buy votes.

"This government thought it could buy everything. There will always be brave and worthy Peruvians who are not for sale. It's time to tell Mr PPK that he's leaving, and NOW!" Keiko Fujimori tweeted, using the president's initials.

The videos, dating from December, were filmed ahead of the previous impeachment vote, which Kuczynski survived with Kenji Fujimori's help.

Days later, Kuczynski pardoned the Fujimoris' imprisoned father, ex-president Alberto Fujimori, in what was widely seen as a payoff for support.

The government denied vote-buying.

Odebrecht's Reach

The bitter feud between the Fujimori siblings – on opposite sides for the first impeachment vote – is likely to continue to be a feature of Peruvian politics.

Vizcarra will have the same challenges as Kuczynski, posed by an opposition-dominated Congress bent on undermining the government.

One compromising video purported to show Kenji trying to convince another Fujimori lawmaker to vote against impeachment in December, in exchange for political favors.

"With deep disappointment and pain, Peru is once again witnessing negotiations for the purchase of Congressmen, and I regret even more that my own brother is involved in these practices that hurt us so much as Peruvians and as a family," Keiko wrote on Twitter.

Her brother snapped back with a Tweet that attacked "the baseness and criminal attitudes of Popular Force and my sister Keiko" accusing them of "distorting information."

Kuczynski said during the week he was confident of defeating the impeachment vote.

On Sunday, March 18, Kuczynski said removing him would amount to a "coup d'etat" in the South American country – and tarnish Peru's image just before it is due to host the Summit of the Americas.

Odebrecht has admitted spending millions to bribe government officials across Latin America to secure public works contracts.

Other politicians to lose their posts include Ecuador's former vice president Jorge Glas. He was jailed for 6 years.

The Supreme Court last week cleared the way for Peru to formally request the extradition of former president Alejandro Toledo from the US.

Toledo, 71, is to face charges of accepting a staggering $20 million in bribes from Odebrecht.

Odebrecht said it paid 5 million dollars in fees to companies linked to Kuczynski when he was Peru's economy minister, under Toledo.

He was accused of lying about his ties to Odebrecht, but later admitted he had taken the money for what he and the company insist were legitimate consulting fees.

The scandal, which has dogged the president over the past 6 months, finally became too much for the elderly politician when it became increasingly clear he could not survive the impeachment vote.

"This political confrontation has created a climate of ungovernability which has done huge damage to the country and does not allow us to make progress," he said with regret in his voice during his address.

He leaves behind an economy that has performed well below expectations.

"We are seeing a complicated picture because the economy is feeling the impact of the political instability linked to the president," economist Jorge Gonzalez Izquierdo told AFP. – Rappler.com

Ateneo de Davao to file complaint vs parent who threatened professor

DAVAO CITY, Philippines – The Ateneo de Davao University (ADDU) is preparing a complaint against a parent who had threatened a professor who gave his child a low grade.

In a strongly-worded statement on Thursday, March 22, ADDU president Father Joel Tabora SJ called the incident “reprehensible,” more so because the concerned parent is a “public official and a lawyer." 

“The ADDU and its affected personnel will be taking the necessary steps and coordinating with the appropriate officials to ensure that complaints will be filed against said public official and lawyer,” said Tabora, without naming the parent.

“The ADDU is a Safe Zone not only for its students, but also for its teachers who ought to be able to teach and give out grades accordingly, free from intimidation and threats from parents or any related persons or personalities.  Parental bullying based on public office or on one’s legal profession has no place at ADDU nor in any school, public or private, in the Philippines,” Tabora added.

He said as a public official, the parent “is expected to be an exemplar for the rest of society, and whose public office is not to be regarded as license to strong-arm teachers into doing what the public servant demands.”

“Especially when said public official is also a member of the Philippine Bar where public displays of arrogant intimidation such as this one, rightfully deserve sanctions as they run contrary to their Lawyer’s Oath,” he said.

No to bullies

The ADDU president issued the statement a few days after the incident, which first surfaced in social media posts from a university professor who condemned the incident and said that the parent had threatened his colleague "with a gun.”

Tabora clarified that there “was no gun immediately involved in this incident,” as shown by security footage.

“Schools are regarded as zones of peace and bringing weapons into a campus is strictly forbidden,” he said, adding that the social media posts as well as articles based on them had “muddled” the issue.

People privy to the incident said that the parent was accompanied by “bodyguards,” and reportedly asked one of them to stand beside the professor during the confrontation. The bodyguard reportedly held a clutch bag that appeared to bear a gun, prompting university personnel to alert campus security about what was happening.

Tabora said in his statement that even if the parent did not use a gun to threaten the professor, the parent “clearly intended to intimidate” through the language he used.

“The incident, however, was nonetheless reprehensible insofar as statements were made that were clearly intended to intimidate and where no actual gun at hand was necessary to be intimidating. These statements have legal consequences the party/ies affected are currently looking into,” he said.

Tabora said that around this time of the year, or as the schoolyear draws to a close, it is common for a student with an “unfavorable grade” or his or her parents to complain to the concerned professor, and request for a reconsideration of grades.

The recent incident however, involved “extraordinary circumstances” that prompted the ADDU to issue an official statement, said Tabora.

“Once in a while though, our teachers and administrators face extraordinary circumstances that deserve to be brought to the attention of the public – to send the message that this institution and its personnel will not cower in the face of bullies,” he said.

“When a parent accompanied by relatives and body guards comes in brandishing statements like ‘WE ARE A FAMILY OF LAWYERS AND KILLERS!’ or ‘WE CAN TAKE DOWN THIS SCHOOL’ – these are statements the ADDU as a University can only take very seriously as they threaten the safety and security of its personnel,” Tabora added.

Process

Tabora said students who have grievances regarding their grades should avail of existing procedures in the university. 

“As a matter of policy, students are expected to present their side personally before said body, as it is part of the formative aspect of an Ateneo education to train them to be self-reliant and independent young adults,” he said.

“Parents who intervene on their child’s behalf (no matter how noble their intentions) are often reminded of this as their intervention may only detract from the objective of teaching a child how to stand on his/her own two feet,” he added.

Tabora said even so, “it has become a practice for our College teachers and administrators to provide parents an opportunity to air their concerns.”

“More often than not, a healthy dialogue takes place. We continue to welcome these opportunities to meet and talk with our students’ parents for as long as these are done in a respectful and calm manner with the aim of trying to look at what is in the best interest and welfare of the student,” he said.

Philippines, China agree 'prudent' cooperation on joint sea exploration

BEIJING, China – Philippines and China said Wednesday, March 21, they will cautiously proceed with discussions on joint oil and gas exploration in the South China Sea, further reversing years of tensions over their competing claims to the region.

The two states have long been embroiled in a bitter dispute over the waterway – with China claiming nearly the entire sea – but Philippine President Rodrigo Duterte has in recent years softened his predecessors' policy of opposing Beijing's claims.

The countries will "in a prudent and steady way advance cooperation on offshore oil and gas exploration", Chinese foreign minister Wang Yi told reporters after meeting Philippine Foreign Secretary Alan Peter Cayetano.

"The South China Sea disputes will no longer be a source of negative energy blocking the development of bilateral ties," he added.

The Philippines said earlier this month it was in talks with a Chinese state firm over joint exploration and extraction in the strategic and supposedly resource-rich sea.

Brunei, Malaysia, Taiwan and Vietnam also claim all or part of the sea, and proposed cooperation between Manila and Beijing has caused alarm among neighboring Southeast Asian countries in the past.

Cayetano said at the press conference that China and the Philippines "are finding a common legal framework to conduct joint exploration and surveys".

"Our relationship... is in a golden period, and with very positive momentum," he said, adding that the countries "are now ready to face more challenges together".

However no further details on the nature of the agreed cooperation were given.

Cayetano said last month that Manila would consult legal experts to make sure any accord would not infringe Philippine sovereign rights.

Duterte has described a proposed deal as akin to "co-ownership" of contested areas, saying this was preferable to the "massacre" of Filipino troops in a war with China.

Duterte's willingness to cooperate with China marks a turnaround from the stance of predecessor Benigno Aquino III who accused Beijing of encroaching, occupying, and building structures on reefs and rocks that Manila claims as part of its exclusive economic zone.

Aquino won an international arbitration tribunal ruling in 2016 invalidating Beijing's claims, but Duterte set aside the ruling while courting investments and trade from the Philippines' giant neighbor, the world's second-largest economy. – Rappler.com

On Duterte's orders, NFA Council speeds up rice procurement

MANILA, Philippines – Upon the orders of President Rodrigo Duterte, the National Food Authority (NFA) Council authorized the start of procurement of 250,000 metric tons of rice, targeting arrivals by mid-May. 

Cabinet Secretary Leoncio Evasco Jr told Rappler on Thursday, March 22, that Duterte ordered the "immediate" procurement of the 250,000 metric tons to replenish NFA rice stocks.

The NFA Council has standby authority to activate the procurement.

"The council ordered immediately. That was after the meeting, to start the procurement activities….The earlier resolution was to let the 250,000 MT of rice arrive in June. This time, because of the order of the President, we made it earlier, so they arrive middle of May," Evasco said in a phone call.

The President met with the NFA Council and NFA Administrator Jason Aquino on Monday, March 19. Evasco was tasked by Duterte to head the NFA Council.

During the Monday meeting, he gave the order for the immediate importation but he allowed the NFA Council to decide on the procurement method. Evasco said Aquino insisted on government-to-government (G2G) procurement but the council prefered government-to-private (G2P) importation, which prevailed.

Safeguarding vs corruption

Aquino had also wanted to amend the terms of reference for G2P importation but Evasco said doing so would further delay the procurement process because the council would have to discuss the changes.

"It was made clear in front of the President that the council does not want G2G because it bleeds government finances," said Evasco.

In G2G, the Philippine government will have to take out a loan in order to purchase rice from another government, for instance, Vietnam or Thailand.

Evasco said corruption can taint even G2P importation if put in the hands of unscrupulous private importers, but added that the terms of reference approved by the council ensure safeguards and transparency measures. G2G procurement, meanwhile, is less transparent.

"At least with the terms of reference, it can obstruct any attempt to take advantage of the monetary change during the bidding. It is an international bidding where there are international observers so we can really get the lowest price of rice," explained Evasco.

He said NFA management appeared to be siding with those who want to make money out of G2G importation.

"They really intend to take advantage of the purchase of rice for some people to make money," he said.

When asked who seem to be taking advantage of the system, Evasco said, "Management, because they are pushing for G2G."

Aquino has yet to respond to Rappler's request for comment on the allegation, as of posting.

'NFA Council not blocking rice'

Evasco was also frustrated with newspaper articles, columns, and social media posts claiming he and the NFA Council are "delaying" or "blocking" the importation of rice to the detriment of poor Filipino households who need cheap NFA rice.

He vehemently denied this. 

"I was so surprised that in newspapers, social media, they are saying we blocked the purchase of rice. Hindi naman ganoon (It's not like that)," he said.

He said that the NFA Council's go signal for procurement activities to begin, so that rice imports arrive in May, is proof that it is not blocking the process.– Rappler.com

IBP seeks dismissal of quo warranto petition vs Sereno

MANILA, Philippines –  Citing its "fundamental duty" to uphold the Constitution, the Integrated Bar of the Philippines (IBP) announced on Thursday, March 22, that it will file an intervention before the Supreme Court (SC) to oppose and seek the dismissal of the quo warranto petition against Chief Justice Maria Lourdes Sereno.

The IBP said in a statement that its Board of Governors reached the decision during a meeting on Wednesday, March 21.

"The Board of Governors of the Integrated Bar of the Philippines, in its meeting held yesterday, decided to formally file an intervention with the Supreme Court, in order to oppose and seek the dismissal of the petition for quo warranto initiated by the Office of the Solicitor General against Chief Justice Ma Lourdes A. Sereno," the IBP said.

The IBP said the decision is anchored on its "fundamental duty, shared with the Supreme Court, to uphold the Constitution, advocate for the rule of law, and safeguard the administration of justice."

"The IBP Board of Governors thus decided to participate in the proceedings and offer legal insights, with careful effort not to fall into the trap of providing a simplistic answer to the rather complicated question that now confronts the judiciary, the resolution of which is of transcendental importance to our democracy," it said.

In its intervention to be filed before the High Court, the IBP said it will note that under the 1987 Charter, "impeachment is the only mode of removal of an impeachable officer for an impeachable offense."

The IBP also said that the SC "may not inquire into the Chief Justice's alleged lack of integrity without violating the fundamental principle of separation of powers."

"Having been appointed to her current post, the Chief Justice is presumed to have been previously adjudged by the President as having met the requirement of integrity. Consistent with the separation of powers, such judgment cannot be reviewed, much less reversed, by the Supreme Court. The President remains the ultimate judge of a candidate's worthiness," it said.

The IBP added that "entertaining the quo warranto petition on account of the Chief Justice's supposed lack of integrity is tantamount to subjecting her to the disciplinary authority of the Supreme Court."

"Under the Constitution, the members of the Supreme Court may not be ordered dismissed by any government authority other than by the Senate after an impeachment proceeding," it said.

Another point to be raised in its intervention, the IBP said, is that "since the Chief Justice may only be removed via impeachment on a question of integrity, the quo warranto proceedings against her may not prosper because what cannot be done directly cannot be done indirectly."

Calida earlier initiated a quo warranto proceeding to remove Sereno from office, saying her appointment to the post was void from the start because her non-filing of her Statements of Assets, Liabilities and Net Worth (SALNs) violated the constitutional requirement of integrity for the chief justice post.

Sereno had asked the SC to junk the petitionsaying the Court cannot base a quo warranto proceeding on the allegation that she did not submit SALNs because it is not a valid ground. Rappler.com

Kabayan's Salo changes tune, endorses Roque for Senate

MANILA, Philippines – Kabayan party on Thursday, March 22, "[expressed] its full support]" for a possible 2019 Senate run of its former first nominee, Presidential Spokesperson Harry Roque.

In a statement released to media, the party said Roque "would be able to pursue his advocacies in the Senate which were abruptly terminated when he was dropped from the rolls following his appointment as Presidential Spokesperson."

"Kabayan Party-list shall be happy in being part of the realization of Harry Roque's long-held dream of being a senator. Prior to becoming a member and nominee of Kabayan Party-list in 2015, he contemplated joining the senatorial race in the 2016 elections under then Vice President Binay's slate," added the party.

Why the move is surprising: Kabayan has two seats in the 17th Congress. Roque, its first nominee, joined the minority. Its second nominee, Ron Salo, meanwhile, is part of the PDP-Laban-led supermajority.

Their differences don't end there.

The two Kabayan representatives were embroiled in a very public verbal and legal battle that began when Salo publicly called for Roque's ouster from the party and from Congress "for conduct inimical to the image and interests of the party." Salo was referring to questions Roque asked about Senator Leila de Lima's personal life during a House hearing.

The squabble now involves complaints pending before the House ethics committee, the Commission on Elections (Comelec), and even the Supreme Court (SC).

Even when Roque was set to leave Congress and join the executive department as President Rodrigo Duterte's spokesman, Salo went on to lambast Roque. They also argued over who would take over Roque's post.

Salo's choice, Kabayan 3rd nominee Ciriaco Calalang, eventually joined the House.

What's the reason: Asked what pushed the change of heart, Salo told Rappler in a text message that the party was "just happy with the career path of [Roque]."

"Kabayan Party-list is engaged in principled advocacies, not personal promotions. We're just consistent with our principles. We won't delve on the past, but on what we will be able to bring to our constituents," he added.

It seems Kabayan is going all out for Salo's one-time nemesis – going as far as suggesting that Roque could be the country's next president.

"Kabayan Party-list will be Harry Roque's formidable ally in the House of Representatives for the passage into law of their common and shared advocacies. It undertakes to sponsor the counterpart legislative measures in the House of Representatives to facilitate their enactment into law," said the party.

Earth Hour 2018: Lights out for world landmarks in nod to nature

PARIS, France – World landmarks from the Eiffel Tower to the Empire State Building will go dark this weekend to support the fight against climate change and highlight the dangers mankind poses to nature.

The 11th edition of Earth Hour, an annual bid to raise awareness about climate change caused by burning fossil fuels, will see iconic structures cut the lights at a time when global temperatures are the highest on record.

"Climate change is a major threat to the stability of the planet and our livelihood and society, but climate change is only a component of the broader ecological crisis," Marco Lambertini, general secretary of Earth Hour organizers WWF, told Agence France-Presse.

This year's aim is building support for biodiversity by focusing on forests, oceans and wildlife conservation.

"Biodiversity and climate change are two sides of the same coin of the ecological crisis we are facing," said Lambertini.

In Australia, where Earth Hour was first held, the WWF will raise awareness on the 4 so-called "hero species" – green turtles, koalas, rock wallabies and penguins – while the Sydney Opera House and Harbour Bridge will join the blackout.

In South Korea, where coal dust pollution causes more than 14,000 premature deaths each year, activists will be encouraged to make their own masks to push the government towards stronger air controls.

And in Singapore, where the average person goes through 13 plastic bags each day, WWF plans a plastic-free festival to raise awareness on waste.

Divers in Greece will meanwhile undertake a unique underwater marathon in a lake near Athens that contains several threatened species.

And in the United States, which last year under President Donald Trump sensationally announced he would pull out of the Paris climate accord, the WWF said it would appeal to younger people to call on the government to support the fight against global warming.

"Right now, deforestation, pollution, extinction, are only impacting people on a sentimental level," said Lambertini.

"People are sad about nature loss and animal extinction... actually we need to be worried about it. Being sad is not enough."

Apart from the striking gesture of some of the planet's most iconic structures going dark, Earth Hour has achieved tangible environmental feats since its first edition in 2007, including a ban on plastics in the Galapagos Islands and planting 17 million trees in Kazakhstan.

Earth Hour events begin on Saturday, March 24, in Sydney at 8:30 pm (1130 GMT) and will follow the path of sunset across the globe. – Rappler.com
