The population of 21 other provinces, meanwhile, surpassed the one million mark. The figures for the provinces, however, exclude the population of 33 highly-urbanized cities (HUCs).

Of all the HUCs, 4 surpassed the one million population mark: Quezon City (2,173,831), City of Manila (1,581,082), Davao City (1,147,116), and Caloocan City (1,177,604).

Slower growth rate?

The Philippine Statistics Authority (PSA) estimated that the country's population increased by an average of 1.72% annually from 2010 to 2015.

This is slightly lower than the average annual population growth rate (PGR) of 1.90%  between 2000 and 2010. The annual population growth rate from 1990 to 2000 was 2.34%.

The Autonomous Region in Muslim Mindanao (ARMM) had an average annual PGR of 2.89% – higher than the national average.

Pursuant to Republic Act No. 10625 and Executive Order No. 352, POPCEN is tasked to “generate critical data for decision-making” of both the government and the private sector.

POPCEN 2015, conducted in August 2015, was the 14th census of population undertaken in the Philippines. According to the 2015 General Appropriations Act (GAA), around P2.13 billion of the total budget allotted to PSA was alloted to the 2015 Census. (READ: FAST FACTS: 2015 census of population)

The very first official census was conducted in 1903 when the Philippines had a population of only 7,635,426. – Rappler.com
